In this constantly changing world, continuing our education is one way we can keep abreast of advances in estimating and construction techniques. ASPE encourages a wide range of educational activities that provide learning experiences for estimators at all experience levels.

Many chapters hold seminars that provide educational benefits for members and non-members alike. These range from two-hour single topic meetings to seminars two days long covering a variety of construction and estimating topics.

ASPE members are involved in teaching, sponsoring, and providing input for estimating courses in certificate, bachelors degree, and masters degree programs at schools, colleges, and universities throughout the nation.

In addition, the Society provides a scholarship fund to encourage young people to seek an education in construction-related fields. Many chapters also make scholarships available to students.

Frank E. Young, FCPE

Mr. Young has been working in the construction industry since 1962. He has served as a construction consultant on several specific engagements, been deposed on a number of occasions, and has given testimony as an expert witness. Past National President of ASPE. He maintains CPE Status with ASPE. Recipient of numerous honors in ASPE; including their distinguished award as "Estimator-of-the-Year". Former advisor and instructor for UCSD Extension's certificate program and for San Diego State University Extended Studies' certificate program.



Randall Russell, CPE

Mr. Russell is the Chief Estimator of the Northwest Arkansas Division for Baldwin and Shell Construction Company, a general contractor based in Little Rock, AR. Randall has been with Baldwin and Shell Construction Company since 2005. His duties include quantity takeoff, cost analysis, bid procurement, and final estimate compilation. He has also worked as a superintendent, project manager, and estimator in the commercial and heavy highway market. He graduated with honors with a Bachelor of Science in Construction Management from Oklahoma State University in 1999. Randall achieved the status of CPE in 2007.



James G. Hanna

Mr. Hanna is a senior project manager and chief estimator for D'Huy Engineering Inc., a multi disciplined engineering firm in Bethlehem, Pennsylvania, where he is a member of the construction management team. Jim began building his construction career at a young age working in his father's construction firm. There he learned many trades by working with tools along side other skilled craftsmen. He also learned estimating through insurance damage restoration projects, as well as new construction.

Jim is also CSI Certified Construction Specifier and a Certified Construction Contract Administrator.



Paul S. Martin

Mr. Martin is a senior estimator for Herrero/Boldt and a LEED Accredited Professional. Paul is an instructor for University of California, Davis Extension's construction management program where he teaches construction estimating and bidding. He is also on the UCD Extension Estimating Certificate Advisory Board. Paul is the current Sacramento Chapter President of ASPE. Paul has more than 15 years of construction estimating experience, ranging from OSHPD work in hospitals, hotels, parking structures and large public works projects.



Mike Alsgaard, CPE

Mr. Alsgaard is a Conceptual Estimator for Fishbeck, Thompson, Carr & Huber, Inc., a large Architectural, Engineering, Scientists and Construction Management firm in Grand Rapids, Michigan. Mike has been involved with light commercial, retail, municipal and residential construction projects. His primary responsibility is developing cost estimates and constructability reviews for most FTC&H projects during all phases of design and construction. This includes budget/conceptual estimates, hard bids, time and material unit costs, and design/build estimating. He graduated from Ferris State University with a Bachelor of Science in Construction Management and a minor in Architecture Drafting. Mike became a CPE in 2009.
