GSA RECOGNIZES ASPE CPE’S
The GSA Document PER-120 (Professional Estimating Requirements for Public Building Service) has recently been revised and approved by the GSA National Office in Washington, D.C. They are in the process of printing 40,000 copies. This document will be given out to the A-E Community in the coming months and also will be available within the web. Please search in www.gsa.gov until the exact website has been established.
The GSA has expanded its estimator qualification provision:
“Although not required, certification as a Cost Engineer, by the Association for Advancement of Cost Engineering (AACE), or as a Certified Professional Estimator by the American Society of Professional Estimators (ASPE), is supporting evidence of an estimator’s qualification.”
The GSA has expanded its Ethics provision as well:
“The standards of practice described within the Canons of Ethics, published by the Association for the Advancement of Cost Engineering (AACE_International) or the American Society of Professional Estimators (ASPE) shall be applied to all estimating services. This document is available through the AACE, P.O. Box 1557, Morgantown, WV, 26507-1557 and on their website http://www.aacei.org/ or through the ASPE, 2525 Perimeter Place Drive – Suite 103, Nashville, TN 37214 and on their website http://www.aspenational.org/ .”
The ASPE will be better known in the construction industry with this GSA publication. Thanks to Fred Jang, R.A. ASPE, CSI, with ASPE Golden Gate Chapter No. 2 who served on GSA’s Cost Advocates Committee and helped GSA’s National Office rewrite this extensive document. Thanks to the ASPE National Recognition Committee Members and others who have participated in the GSA effort over the past years.
